
ARTO Kupwara Issues Strict Directions for Re-Registration of Outside Vehicles; 15-Day Deadline Announced

Kupwara Dec/ 12:> The Office of the Assistant Regional Transport Officer (ARTO), Kupwara, has issued a public notice highlighting that a significant number of vehicle owners in the district are using motor vehicles purchased from outside the Union Territory of Jammu & Kashmir without completing the mandatory re-registration process.
According to the notice, several vehicle owners have already obtained No Objection Certificates (NOCs) from the respective Transport Authorities of the States/UTs from where the vehicles were brought. However, despite having NOCs, many have still not completed the required re-registration in J&K.
The ARTO Kupwara has stated that operating an un-re-registered vehicle within the jurisdiction of Jammu & Kashmir is a violation of the Motor Vehicles Act, 1988, and creates administrative as well as enforcement challenges for the department.
All such vehicle ownersg have been directed to complete the re-registration process within 15 days from the issuance of the notice.
The department has further warned that failure to comply will result in:
Seizure/impounding of vehicles as per the Motorgb Vehicles Act, and
Initiation of penal action as per the relevant statutory rules.
The notice has been issued under No. ARTO/KUP/2025-26/846-849 datedy 12-12-2025 by Mohammad Asif Safait, JKAS, Assistant Regional Transport Officer, Kupwara.
